    New Jersey is the most densely populated state in the United States and is expected to be the first state to reach build-out – where all land is either protected or developed. Wetlands are an important feature in New Jersey, covering 17% of the state and providing a plethora of ecosystem services to plant, animal, and human residents. The state has taken a multi-faceted, comprehensive, approach to managing and protecting freshwater and coastal wetlands. This five-year Wetland Program Plan is an update of the second New Jersey Wetland Program Plan. It provides a framework for the State of New Jersey to strengthen the core elements of its wetland program and to continue to reach the goals listed herein. The steps outlined will serve to direct current and future wetland protection and management efforts along a coordinated path to the benefit of New Jersey’s wetland resources and the quality of life for future generations.

    Climate Change Impacts on Human Health & Communities : Addendum to the 2020 New Jersey Scientific Report on Climate Change

    Since the middle of the twentieth century, the changes in weather patterns in combination with global population growth have led to an increase in human exposure to more severe heat waves, forest fires, severe storms, droughts, and infectious disease vectors, with dire consequences to human health and communities. From a greater incidence of cardiovascular and respiratory dysfunction associated with extreme weather, to population displacement caused by rising sea-levels and increased flooding events, to the often-overlooked mental health toll that climate change has on individuals and communities, the vulnerability of the human population to climate change is tangible. The following sections describe how the impacts of climate change described in the 2020 New Jersey Scientific Report on Climate Change may affect the human health and communities of New Jersey residents.

    New Jersey Monarch Butterfly Conservation Guide

    The purpose of this guide is to educate people about the monarch butterfly and to provide recommendations to enhance its habitat and numbers. An overview of the monarch lifecycle and migration pattern is followed by a review of its habitat needs, both in its overwintering sites and in its summer breeding range, including New Jersey. The cultural and environmental significance of the monarch butterfly is described. The report summarizes the many factors contributing to population decline, as well as the efforts that have been made across the continent in the areas of monarch research, conservation, and public education. The final section contains actionable recommendations that governments, businesses, educational institutions, nonprofits and individuals in New Jersey can use in their efforts to aid the monarchs.

    New Jersey’s Vibrio Control Plan (VCP) addresses program coordination; response to potential outbreak; post-harvest time and temperature controls; hours of harvest for tidal, intertidal, and tide dependent harvest; and Hazard Analysis and Critical Control Points (HACCP) plan requirements. In addition, the VCP recommends additional best management practices to be implemented to further minimize risk from Vibrio parahaemolyticus (Vp) and Vibrio vulnificus (Vv).

    Concentrations of Polycyclic Aromatic Hydrocarbons in New Jersey Soils

    The primary purpose of this study was to characterize the polycyclic aromatic hydrocarbon concentrations found in soils across New Jersey where the population density was 2,000 people per square mile or greater and in areas not known to be directly impacted by a discharge or historic fill. The large majority of the concentrations measured did not exceed the lowest levels of regulatory concern. Typically, surface concentrations exceeded subsurface concentrations at a given location. Although not the primary focus of the study, assessments of railroad track beds and asphalt surfaces as sources of polycyclic aromatic hydrocarbons were secondary purposes. Naphthalene concentrations decreased with increased distance from railroad track beds. Several polycyclic aromatic hydrocarbons decreased with increasing distance from asphalt surfaces.

    The GWRA 80x50 Report was written in response to the mandate in the Global Warming Response Act, to reduce New Jersey's greenhouse gas emissions by 80% from their 2006 levels by 2050. This report builds on the State’s previous efforts to address and reduce greenhouse gas emissions and serves as the third element of a comprehensive plan that evaluates New Jersey’s greenhouse gas emissions from both energy and non-energy systems, providing guidance, policies, and regulatory and legislative recommendations to meet the State’s GHG emission reduction goals.
