The Commission and its area of jurisdiction—the Commission’s District—were established in 1936 under a Compact between New York and New Jersey, with the consent of Congress. The state of Connecticut ratified in 1941. The Commission’s overall responsibility is to protect the environment and assure compliance with and enforcement of its Water Quality Regulations.
