    This report provides the information about New Jersey’s water resources, current water quality conditions, and causes and sources of water quality impairment, needed to inform and guide water quality monitoring, restoration and protection efforts conducted at the state, regional, watershed and local levels. The information provided in this report is also used by Congress, the U.S. Environmental Protection Agency (USEPA), and the State of New Jersey to establish program priorities and funding for restoring, maintaining, enhancing and protecting waters of the State and the uses and benefits (public health, environmental, and economic) they provide.

    2012 New Jersey Integrated Water Quality Monitoring and Assessment Report

    Water quality standards, monitoring, and assessment provide the scientific foundation for the protection of New Jersey’s water resources and implementation of the federal Clean Water Act and the New Jersey Water Pollution Control Act. The 2012 Integrated Water Quality Monitoring and Assessment Report (Integrated Report) describes the overall quality of New Jersey’s surface waters based on data collected between January 1, 2006 and December 31, 2010. This data is not only generated by the Department, but by various different monitoring organizations from which it is then compiled and evaluated by the Department to verify that the data meets the Department’s data quality requirements. Data is then assessed using scientific methods developed specifically for the applicable type of parameter, use, and waterbody to determine compliance with New Jersey’s surface water quality standards (SWQS).

This information includes a detailed description of the types and relative amount of water resources in the State of New Jersey, the different types of water monitoring and assessment programs (surface and ground water), and the various management strategies and actions being employed by the New Jersey Department of Environmental Protection to protect and improve water quality.

    2006 Integrated Water Quality Monitoring and Assessment Methods

    The US Environmental Protection Agency (USEPA) began issuing guidance for the development of an Integrated Water Quality Monitoring and Assessment Report by the states beginning with the Year 2002 submittal. This guidance recommended, for the first time, that states integrate their Water Quality Inventory Report (Section 305(b) of the Clean Water Act) with their Impaired Waterbodies List (Section 303(d)). USEPA reiterated this recommendation in their guidance for the 2004 List and, once again, for the 2006 List (USEPA 2005).

    The New Jersey 2006 Integrated Water Quality Monitoring and Assessment Report (Integrated Report) is intended to provide an effective tool for maintaining high quality waters and improving the quality of waters that do not attain their designated uses. The Integrated Report describes attainment of the designated uses specified in New Jersey's Surface Water Quality Standards (N.J.A.C. 7:9B), which include: aquatic life, recreation, drinking water, fish consumption, shellfish consumption, industrial and agricultural.
