When the Palisades Interstate Park Commission was created in 1900 most of the land that would become the park was privately owned with more than a dozen large cliff-top estates. In the early 1930s, John D. Rockefeller Jr. acquired much of this land and donated it to the Commission with the stipulation that a scenic parkway was to be built along the cliff. One of those estates was Penlyn, a nine-and-a-half-acre estate built in the late 1920s for Henry Herbert Oltman, a New York City stockbroker. While the other estates were demolished Penlyn converted into the park's headquarters
