The Department was responsible for the oversight of programs related to psychiatric care, correctional institutions and the guardianship of children. It administered state hospitals, prisons, and reformatories.

The Department was formed in 1919 and was among the thirteen departments established in the New Jersey Constitution of 1947. It was reformed as the Department of Human Services in 1977, after correctional responsibilities were shifted to the Department of Corrections.
