"In November 2004, former Governor Richard J. Codey signed Executive Order No. 7 creating OIG and on July 1, 2005, the OIG was permanently established under N.J.S.A. 52:15B-1 et. seq. This office is charged with the responsibility of seeking out waste, mismanagement and fraud in government spending" -- 2005 report, leaf 2.
