Of particular focus is the application of the Public Trust Doctrine on and along all of New Jersey’s tidal waterways and their shores. Within the framework established by the Public Trust Doctrine, it is also the goal of the handbook to help facilitate a working relationship between all levels of government in a concerted effort to ensure adequate public access to and use of the state’s tidal waterways and their shores. This includes providing a basic understanding of public trust rights, roles and responsibilities of each level of government and other decision makers, and suggestions of methods that can be used to enhance public access to and use of tidal waterways and their shores. Ultimately, the goal of this book is to serve as a comprehensive reference for those who seek to learn about the Public Trust Doctrine and public access in New Jersey’s coastal zone.
