    In 1987, the Division of Fish and Wildlife prepared and published an Artificial Reef Plan, which outlined the objectives of the Reef Program and provided guidelines for selecting reef sites and materials and building, monitoring and managing reefs. This current plan supersedes the original and incorporates the experiences gained from over 20 years of reef-building efforts.
